The Program Manager will oversee a portfolio of strategic projects and initiatives within a local government context, ensuring alignment with public policy goals, community needs, and regulatory requirements. This role involves cross-functional coordination, resource planning, stakeholder engagement, and strategic oversight to ensure successful program delivery across multiple projects.
Lead the planning, coordination, and execution of multiple related projects under a unified program framework.
Ensure that program objectives support broader council strategies, policies, and community development plans.
Manage program budgets, timelines, and resource allocation across multiple departments or agencies.
Oversee risk management, quality control, and reporting standards across all projects within the program.
Build and maintain strong relationships with internal teams, elected officials, contractors, community stakeholders, and government agencies.
Ensure compliance with local government regulations, policies, procurement laws, and governance frameworks.
Support program governance by preparing and presenting reports, updates, and business cases to senior leadership and council.
Facilitate collaboration between project managers to ensure integration, avoid duplication, and resolve interdependencies.
Drive community consultation processes where required and ensure program outcomes are inclusive and publicly accountable.
Evaluate program performance and contribute to continuous improvement of project management practices within the organization.

Experience managing infrastructure, service delivery, urban regeneration, or public policy programs.
Knowledge of grant funding cycles, government reporting, and audit processes.

Bachelor’s degree in Public Administration, Project/Program Management, Urban Planning, or related field (Master’s degree preferred).

7–10 years of experience managing complex programs or multiple projects in a local government or public sector environment.
In-depth understanding of local government structures, statutory obligations, procurement policies, and stakeholder dynamics.
Proven ability to lead cross-functional teams and manage consultants or third-party providers.
Strong budgeting, financial management, and strategic planning skills.
Excellent communication, negotiation, and leadership skills.
Proficient in program and project management tools and methodologies (e.g., MSP, PMBOK, Agile frameworks).
